It is understood that initial discussions took place between the consortium and the Arygle hierarchy, but did not go further at this stage.
Plymouth president Simon Hallett has been looking for new investments in the club this year.
In March, Hallett concluded an agreement in principle to sell participation in the club in new investors, but it failed in May.
Plymouth was relegated to the One League last month after two seasons on the second level, with a home defeat of Leeds, sealing their sealer.
Sky Sports News contacted Plymouth and Bale representatives for additional comments.
The buyout talks come in the middle of the appointment of Cleverley
Last Friday, Plymouth appointed the former boss of Watford, Tom Cleverley, his new head coach.
The 35 -year -old man, dismissed by Watford in May, signed a three -year contract to succeed Miron Muslic, who left Home Park last month to take charge of the German club Schalke.
Cleverley has been the fifth permanent boss of Argyle since December 2023.
Hallett said: “Since the departure of Miron, and knowing that Tom was available, we immediately identified him as the perfect person to be our next head coach and immediately targeted him.
“When we talked to him, he was completely aligned with the vision and ambitions of the club and he was clear throughout what Tom has designed us.
“It is fully invested in our long -term plans and will play a key role to help us reach them.”
Former Manchester United midfielder, Everton and Watford, Cleverley, guided the Hornets towards a 14th place in the championship last season, his first complete campaign in charge.
He had replaced Valerien Ismael, initially as a guardian, in March 2024.
